If you live, work, or attend school in Bartlesville, you can have a free library card.
If you live within a 35 mile radius of Bartlesville, you can have a free library card.
To obtain a library card, you must bring a picture id and proof of your address (current utility bill dated within the last month, piece of mail postmarked within the last month, or lease or deed agreement) to the Circulation Desk at the library.
Minors (under 18) must be accompanied by a parent or guardian who will be legally responsible for items checked out on the minor’s card. The adult must bring a picture id and proof of address.
Library Cards: All individuals issued a Bartlesville Public Library Borrowers’ Card agree to abide by all library rules and regulations. Cards will be replaced at a cost of $3.00.
Individuals may register for a Bartlesville Public Library borrowers’ card by presenting valid photo identification containing current validated proof of permanent address (current utility bill dated within the last month, piece of mail postmarked within the last month, or lease or deed agreement). Social Security Number or Oklahoma Driver’s License number must be included on the application form.

A parent or guardian may request cards for children under the age of 18. The parent or guardian must appear in person with the child, and supply his or her own photo identification and proof of address to meet the requirements for registration. The parent/guardian is legally responsible for all items checked out on the child’s card.
Digital Library Card:
Bartlesville Public Library offers free Digital Library cards for patrons living within the 35 mile radius of Bartlesville. The digital card allows instant access to all of the library’s online / virtual services and materials (VIEW HERE), plus in-house computer use. This includes OverDrive and Libby eBooks and eAudio Books from the Oklahoma Virtual Library. Digital Cards do not allow for check out of physical materials from the library such as books, DVDs, video games, etc. The application is shorter, (DIGITAL CARD APPLICATION) and in most situations can be issued to persons who can not meet the BPL traditional card requirements such as proof of address. Area Resident Card:
Free cards may be issued to individuals who live within a 35 mile radius of Bartlesville, or work, or attend school in Bartlesville.
Individuals not residing in the recognized library service location may obtain a Non-Resident Bartlesville Public Library borrowers’ card by paying a non-refundable annual fee of $25.00 for an individual. Non-Residents may not use the Library’s online database subscriptions due to licensing issues.
Library cards with outstanding balances of $10.00 or more will be blocked. Individuals who owe the Library $10.00 or more in charges, and families (or individuals living at the same address) who have an outstanding balance of $50.00 or more, will have all library cards with that address blocked.
The Bartlesville Public Library uses a third party collection agency to secure unreturned materials and outstanding charges from customers who have not responded to notices. Accounts with items 45 days overdue and/or owing $50.00 or more in charges are turned over for collection. A $20.00 fee is then added to the account.
“Lost” items must either be returned or paid for before library privileges are reinstated.
Loan Periods & Fines
Most items can be borrowed for 14 days. Fines accrue at a rate of $.25 per day, per item.
DVDs can be borrowed for 14 days. Fines accrue at a rate of $.25 per day, per item.
New adult books marked with a “7 Day” sticker can be borrowed for 7 days. Fines accrue at a rate of $.25 per day, per item.
“Library of Things” Collection items can be borrowed for 7 days. Fines accrue at a rate of $1.00 per day, per item.
TLC Kits can be borrowed for 7 days. Fines accrue at a rate of $2.00 per day, per kit.
Book Club Kits can be borrowed for 60 days. Fines accrue at a rate of $2.00 per day, per kit.
